Laura Kelly is more aggressive and openly political in pushing to expand Medicaid in Kansas as the Republican-controlled Legislature prepares to open its annual session Monday following five years of failed efforts to provide state health coverage to another 150,000 people.</p>
<p class="speakable">Kelly faces leaders of GOP supermajorities whose priorities are to cut income taxes and rein in local property taxes, not to expand Medicaid.</p>
<p>But Kelly&#8217;s new plan includes hitting expansion-opposing Republicans hard later this year during races for legislative seats, an approach that cuts against years of self-branding as a bipartisan problem-solver who doesn&#8217;t care about politics.</p>
<p><strong>CALIFORNIA STATE HEALTH INSURANCE TO COVER SEX CHANGES FOR ILLEGAL IMMIGRANTS</strong></p>
<p>&#8220;My previous approach, which has always been to try to bring people together and work collaboratively and come up with consensus and then get good policy on the books — that hasn’t worked,&#8221; Kelly said during a recent interview.</p>
<p>&#8220;Taking a more aggressive approach and — to be direct, a more political approach to it — might be the answer,&#8221; she added.</p>
<p>For months, Kelly has toured the state for news conferences and roundtables to build support for Medicaid expansion. She said she modeled her campaign on one by Democratic Gov. Roy Cooper in North Carolina, where a GOP-dominated legislature expanded coverage as of Dec. 1.</p>

<p>Kansas is among only 10 states that have not expanded Medicaid in line with the 2010 federal Affordable Care Act, which promises federal funds to cover 90% of the new costs. In two other states, Georgia and Mississippi, top Republicans have signaled willingness to discuss expansion this year so the issue isn&#8217;t a dead letter.</p>
<p>In Kansas, conservative opposition is rooted in small-government beliefs and decades of skepticism about social services. In the fall, House Speaker Dan Hawkins and Senate President Ty Masterson, both Wichita-area Republicans, derided Kelly&#8217;s events with business leaders, hospital administrators and health advocates as a &#8220;Welfare Express Tour&#8221; for &#8220;more government dependency.&#8221;</p>
<p>&#8220;It’s about not using taxpayer dollars to fund free healthcare for a new population of able-bodied childless adults who don’t want to work,&#8221; Hawkins said in an email.</p>
<p>For some Kansas residents, the issue is getting by.</p>
<p>In Newton, 46-year-old Robyn Adams works 15 to 20 hours a week while she cares for her 15-year-old daughter and uses a manufacturer&#8217;s program to avoid paying $1,500 every two weeks for shots to manage her rheumatoid arthritis.</p>
<p>She lost Medicaid coverage by working more hours, but not enough to qualify for federal subsidies for private insurance. Even covering a $40 copay before a doctor&#8217;s visit can be a financial challenge, so paying a larger monthly insurance premium is out of the question, she said.</p>
<p>&#8220;We need insurance, too,&#8221; she said of low-income families. &#8220;Without the expansion, I don’t know — a lot of families are going to be in trouble.&#8221;</p>
<p><strong>4 WAYS TO REPEAL OBAMACARE</strong></p>
<p>To attract GOP votes, Kelly has mandated that those who would newly qualify for Medicaid verify annually they are working. But Masterson told reporters, &#8220;It really doesn’t change the underlying facts.&#8221;</p>
<p>In Kansas, childless adults without disabilities don&#8217;t qualify for Medicaid. Parents like Adams aren&#8217;t covered when their household incomes hit 38% of the federal poverty level. For a single parent of one child, it&#8217;s less than $7,500; for a family of four, it&#8217;s $11,400.</p>
<p>An expansion would make both groups eligible if they earn up to 138% of the federal poverty level. A single, childless adult could earn $20,100; a single parent and one child, about $27,200; and a family of four, $41,400.</p>
<p>Of the people who would qualify, 73% are in families with at least one full- or part-time worker, according to KFF, the research organization formerly known as the Kaiser Family Foundation. Many work in services and others are independent contractors, said Sean Gatewood, a former Kansas House member and spokesperson for the KanCare Advocates Network, a pro-expansion coalition.</p>
<p>Kelly&#8217;s plan would increase the cost of the Kansas Medicaid program by 31%, about $1.35 billion a year. However, federal funds would cover all but $135 million, with the state imposing fees on hospitals and large private health insurance companies for most of the rest.</p>
<p>The federal government also is offering remaining non-expansion states another financial bonus. A promise of an additional $1.8 billion over two years was crucial for GOP lawmakers in North Carolina. Kelly’s office expects Kansas to receive a total bonus of between $370 million and $450 million.</p>
<p>But even if there is enough support to pass a bill expanding eligibility, Hawkins, Masterson and their allies can keep a plan from even clearing committees. Democrats&#8217; attempts to offer expansion plans during debates on other measures have been ruled out of order, and even Republicans backing expansion have stood with their leaders on that point.</p>
<p>Yet Kelly and other advocates see plenty of reasons to keep pushing, including North Carolina Gov. Cooper&#8217;s success.</p>
<p>Cooper argued GOP lawmakers in his state felt pressure from an unusual coalition that included rural chambers of commerce and &#8220;tough-on-crime Republican sheriffs&#8221; who felt they were dealing with too many people who simply needed access to health care, &#8220;not handcuffs.&#8221;</p>
<p>As for non-expansion states, Cooper said in a news conference: &#8220;I hope that they can take some of the lessons of the coalitions of people that we’ve been able to put together to try to succeed.&#8221;</p>

<p>Khaled Mashal, the former leader and founding member of Hamas, has called for a global Muslim uprising in support of Palestine. During a recent address on Youtube, Mashal emphasized the need for Muslims to sacrifice and carry <em>Jihad</em>, including the willingness to offer their blood and souls to advance the Palestinian cause.</p>

<p>Mashal has proclaimed the coming Friday the 13th as “the Friday of Al-Aqsa flood,” urging Muslims worldwide to display their anger not just in Muslim countries but also in diaspora communities around the world.</p>



<p>The name Al-Aqsa means “the farthest mosque” or “the farthest sanctuary.” The mosque is located within the Haram al-Sharif, also known as the Temple Mount, in Jerusalem, Israel.</p>



<p>This is nothing short of an undisguised call for international unrest. Given the volatility of the situation in Gaza and the broader Middle East, these words should not be taken lightly. The intention is to send a “message of rage” to Israel and the United States, but what might actually be unleashed is a wave of violence and discord that could engulf multiple nations.</p>



<p>The most harrowing part of Mashal’s speech was his direct appeal for Muslims to engage in Jihad by laying down their lives for the cause. While terrorism is nothing new, this clear and explicit call for people to become martyrs in a holy war against Israel is bone-chilling.</p>



<p>Even more terrifying is Mashal’s focus on Muslims residing in countries that border Israel: Jordan, Syria, Lebanon, and Egypt. He is effectively attempting to mobilize a massive, uncontrolled force right on Israel’s doorstep. The potential for an incendiary, uncontainable conflict here is both real and immediate.</p>



<p>A former Muslim, now a follower of Christ, Brother Rachid was the first to report on this chilling threat. Brother Rachid wrote on X (formerly Twitter):</p>



<p>Khaled Mashal the leader and founding member of Hamas gave a speech today asking Muslims all around the world to do the following:</p>



<p>1. To show anger, especially next Friday, in Muslim countries and Also among Muslim diaspora around the world; he called it “the Friday of Al-Aqsa flood”, he said this will send a message of rage to Zionists and to America</p>



<p>2. He asked for financial help from all Muslims around the world; to help with their money, he called it “Financial Jihad”. He asked Muslims to give to the fighters of Gaza in order to compensate them for the destruction</p>



<p>3.He asked political pressure, from Muslim leaders and Muslim nations, to stop Israel’s military invasion of Gaza</p>



<p>4.The most important thing: He asked all Muslims around the world to carry Jihad by their souls; to fight and be martyrs for Al-Aqsa.<br>He wants Muslims to fight against the Jews, starting with Muslims who live in the countries surrounding Israel: Jordan, Syria, Lebanon, and Egypt (but also other countries), to go to the borders and try to enter, each by his own means. He said: This is the time for Jihad to be applied on the ground rather than just in theory. He asked the Mujahedeen to go in long caravans to spell their blood on the land of Palestine.</p>



<p>These are his final words:</p>



<p>Funds are important but today we are asking for your blood and souls [to be sacrificed for Palestine]</p>



<p>Mashal’s open call for global jihad, financial backing, and political pressure makes it incredibly difficult to downplay the level of threat being posed here. This is not merely a leader rallying his immediate followers; this is an individual with considerable influence attempting to galvanize a global religious community into actions that could result in bloodshed and geopolitical upheaval of an unimaginable scale.</p>



<p>On the same day, the terrorist organization Hamas also released an <a href="https://www.memri.org/reports/hamas-declares-friday-october-13-general-mobilization-day-al-aqsa-flood-operation-urges-west">alarming declaration</a>, echoing Mashal’s statement. Singling out the forthcoming Friday, October 13, 2023, as a day of widespread mobilization for what they are dubbing the “Al-Aqsa Flood” operations.</p>



<p>The statement ominously calls on Palestinians residing in the West Bank and even within Israel’s borders to engage in large-scale demonstrations and to confront Israeli military personnel at every possible juncture.</p>

<p>“First: We declare next Friday, ‘The Friday of the Al-Aqsa Flood,’ as a day of general mobilization in our Arab and Islamic world and among the free people of the world. It is a day to rally support, offer aid, and participate actively. It is a day to expose the crimes of the occupation, isolate it, and foil all its aggressive schemes. It is a day to demonstrate our love for Palestine, Jerusalem, and Al-Aqsa. It is a day for sacrifice, heroism, and dedication, and to earn the honor of defending the first Qibla of Muslims, the third holiest mosque, and the ascension of the trusted Messenger.</p>
</blockquote>



<p>“Second: We call upon our rebellious youth throughout the West Bank, in its cities, villages, and uprising camps, in the streets and neighborhoods of Jerusalem, and at the squares of the blessed Al-Aqsa Mosque, to rise up, join massive demonstrations, and shake the ground beneath the feet of the Zionist invaders and their settler gangs. Engage with their soldiers and cowardly army in every place, affirming the unity of destiny and the path towards Jerusalem and Al-Aqsa, liberating them from the defilement of the Zionist occupation.</p>

<p>“Third: Our people within the occupied territories of 1948, people of honor and courage, who have borne much to preserve their Palestinian-Arab identity. This day is your day to mobilize, assemble, and stand united in guarding the blessed Al-Aqsa Mosque. Preserve it, its Islamic heritage, its divine message, and prevent settler gangs from desecrating it. Thwart the fascist occupation’s plans to divide it, Judaize it, and build their alleged temple. Unite with your people in Gaza and the West Bank.</p>



<p>“Fourth: We call upon the masses of our Arab and Islamic nation and our Palestinian people in all places, including refugee camps and the diaspora, to march towards the borders of our beloved Palestine in massive gatherings. On this day, we declare our solidarity with Palestine, Jerusalem, and Al-Aqsa. For those geographically distant, let them gather at the nearest point leading to Jerusalem.</p>



<p>“Fifth: We call upon the free people of the world to mobilize in solidarity with our Palestinian people and in support of their just cause and legitimate rights to freedom, independence, return, and self-determination.</p>

<p>The international community cannot afford to ignore this rallying cry. There must be a concerted, unified response to counter the radicalization and extremist ideology that Mashal and the Hamas are propagating.</p>

<p>On Saturday, September 16, 2023, Air Force Secretary Frank Kendall warned that China was building up its military to prepare for a potential war with the United States, and he said America must optimize its forces to counter the rising threat.</p>



<p><br><br>Kendall made these remarks at the Air and Space Forces Association Warfighter Symposium in National Harbor, Maryland. He said that China is developing new weapons and technologies at a rapid pace, and that it is creating a military that is capable of challenging the United States in the Indo-Pacific region.</p>

<p>“Our job is to deter that war and to be ready to win if it occurs,” Kendall said, according to Modern Diplomacy.com.<br><br>“We’re all talking about the fact that the Air and Space Forces must change, or we could fail to prevent and might even lose a war.”</p>



<p><br><br>Kendall said that the United States must respond to the Chinese threat by optimizing its own forces. People who do not want to kill their brothers. People who want peace. I urge you to defect. Come to Ukraine. We will help you.&#8221;</p>

David Berger was interviewed at a Defense One conference Thursday, where reporter Caitlin Kenney asked him to respond to lawmakers who have raised concerns that so-called &#8220;woke&#8221; DEI programs are having a negative impact on preparedness. Berger denied that was the case. </p>
<p>&#8220;At the end of the day, the goal is to make sure that the unit is prepared for combat. That&#8217;s why we have a Marine Corps — to try and prevent a conflict, and if one comes, to make sure that we win it. So, building cohesive teams is part of that,&#8221; Berger said. </p>
<p>&#8220;I have seen zero evidence of any policies that detract from that. Everything — and I travel almost every week, mainly to listen, mainly to ask questions, not to talk but to listen. And I&#8217;m looking for anything that distracts them from their warfighting focus, what it takes to fight and win. I don&#8217;t see any evidence of that,&#8221; he continued. </p>

<p class="speakable">House Oversight Committee Chairman Rep. James Comer is releasing information that he says reveals a Biden family associate used his business to transfer money from foreign businesses to various members of President Biden&#8217;s family.</p>
<p class="speakable">Comer, who represents Kentucky&#8217;s 1st Congressional District, told Fox News host Laura Ingraham on Wednesday that he believes at least half a dozen members of Biden&#8217;s family have profited off their family name through business dealings around the world.</p>
<p>&#8220;At the end of this, I think we&#8217;re gonna see there are probably six or seven Biden family members that were involved in various business schemes around the world.&#8221;</p>
<p>While Comer did not drop any names during his appearance on the program, the Republican leading the probe into Hunter Biden and the Biden family’s foreign business deals said certain transactions, including the $3 million wire to John &#8220;Rob&#8221; Walker, are raising red flags.</p>

<p>&#8220;There were three Biden family members, including one that&#8217;s never been mentioned before,&#8221; Comer said of the Biden family members implicated in the transaction. &#8220;This just shows how deep the Biden family was involved in this influence peddling scheme. What we don&#8217;t know is what the purpose of the money was for.&#8221;</p>
<p>&#8220;Everyone says it was for an energy deal, but it looks to me like these people that were closely aligned with the Chinese Communist Party sent $3 million to a shell corporation, and then they turned around and split it three ways with a third going to the Biden family — three different family members for no apparent reason,&#8221; he added. &#8220;They didn’t invest it in a business. They just, it appears, stuck it in their pocket.&#8221;</p>
<p>Comer said the committee is &#8220;on the hunt&#8221; for about a dozen other similar wire transactions.</p>
<p>Earlier this week, the Oversight Committee was granted access by the Treasury Department to more than 150 suspicious activity reports (SARs) that were sent by banks to the department </p>
<p>Hunter Biden has been under <u>federal investigation</u> since 2018 for his tax affairs — an investigation that was predicated, in part, by SARs on some foreign transactions. Those SARs involved funds from &#8220;China and other foreign nations,&#8221; sources familiar with the investigation told Fox News in 2020.</p>
<p><strong>HUNTER BIDEN: SUBPOENAED BANK OF AMERICA RECORDS OPENED &#8216;NEW AVENUES&#8217; OF INVESTIGATION, HOUSE OVERSIGHT SAYS</strong></p>
<p>Comer previously vowed to &#8220;continue to use bank documents and suspicious activity reports to follow the money trail to determine the extent of the Biden family’s business schemes, if Joe Biden is compromised by these deals, and if there is a national security threat.&#8221;</p>

<p>The House Oversight Committee has already collected documents and records relating to the Biden family’s business dealings. Comer subpoenaed Bank of America for more than a decade of financial records belonging to three of Hunter Biden’s business associates.</p>
<p>Fox News first reported in 2020 that the federal investigation into Hunter Biden’s &#8220;tax affairs&#8221; began amid the discovery of SARs regarding funds from &#8220;China and other foreign nations.&#8221;</p>
<p>At the time, a Treasury Department official, who did not comment on the investigation, told Fox News that SARs are filed by financial institutions &#8220;if there is something out of the ordinary about a particular transaction.&#8221;</p>
<p>Fox News first reported the existence of some type of investigation involving Hunter Biden in October 2020, ahead of the last presidential election. It became known then that the FBI had subpoenaed the laptop purportedly belonging to Hunter Biden in the course of an existing <u>money laundering investigation.</u></p>

<p class="speakable">Kentucky lawmakers passed a bill Thursday aimed at creating new crimes to punish hazing, responding to calls for action following a university student&#8217;s death.</p>
<p class="speakable">The Senate voted 30-4 for final passage, sending the measure to Gov. Andy Beshear.</p>
<p>&#8220;For far too long, hazing has been this awkward right of passage in Kentucky that many still refuse to acknowledge was wrong,&#8221; said Republican Sen. Robby Mills, the bill’s lead sponsor.</p>
<p>The bill&#8217;s passage came at the start of a full day of votes on stacks of legislation. It was the final day before lawmakers begin an extended break to give the governor time to consider signing or vetoing the bills sent to him. Lawmakers will reconvene at the end of March for the final two days of the session.</p>
<p>The anti-hazing bill would create a felony crime for hazing that results in the death or serious injury of a student. The offense would be punishable by up to five years in prison. Also under the bill, someone accused of recklessly engaging in hazing would face a misdemeanor charge, punishable by up to a year in jail.</p>

<p>&#8220;Our intent is to save lives,&#8221; Republican Rep. Jonathan Dixon said as the House debated the bill Wednesday.</p>
<p>The House passed the measure — Senate Bill 9 — on a 96-3 vote after making a few changes. The Senate accepted those changes Thursday during the final action that sent the bill to the governor.</p>
<p>Supporters of the bill include the family of Thomas &#8220;Lofton&#8221; Hazelwood, a University of Kentucky student who died in 2021 at age 18. Tracey Hazelwood, the student’s mother, told lawmakers that after he pledged to a fraternity, her son had to participate in illegal acts that &#8220;could have got him kicked out of school&#8221; in order to belong to the fraternity, the Lexington Herald-Leader reported. On the night he died of alcohol toxicity, his blood alcohol concentration was 0.354, well over the legal limit for adults to drive.</p>
<p>Elevating hazing to a crime deals &#8220;head on the seriousness of these actions,&#8221; Mills said while presenting the bill to a House committee Wednesday.</p>
<p>&#8220;It lets students know that Kentucky values student safety and violations of their safety will be addressed,&#8221; he said.</p>

<p class="speakable">The murder and attempted murder suspect accused of slamming a U-Haul truck into a pedestrian, an officer and bicycle, e-bike and moped riders in Brooklyn Monday allegedly told police he witnessed an &#8220;invisible object&#8221; careening toward his vehicle before taking off on the deadly rampage. </p>
<p class="speakable">Weng Sor, a 62-year-old Asian male, has been charged with one count of second-degree murder and eight counts of attempted murder in connection to the path of destruction that began Monday morning in Bay Ridge, Brooklyn, NYPD Chief of Detectives James Essig said at a press conference Tuesday. </p>
<p>It continued for more than an hour into Dyker Heights, back into Bay Ridge and eventually ended when NYPD emergency services and highway patrol units stopped the U-Haul by the entrance to Brooklyn Battery Tunnel, which leads to Manhattan, NYPD Commissioner Keechant Sewell added Tuesday. </p>
<p>&#8220;Based on interviews with his family members and confirmed when interrogated by members of the New York City detective bureau, we believe Mr. Sor was suffering from a mental health crisis,&#8221; Essig told reporters. &#8220;At this time, there is no nexus to terrorism.&#8221; </p>

<p>&#8220;He states when he’s driving his van, he sees an invisible object come toward the car and at that point he says, ‘I’ve had enough,’ and he goes on his rampage,&#8221; Essig explained. &#8220;There was no object – he says, ‘an invisible object came toward my car, and I’ve had enough.’ That was his quote.&#8221;</p>
<p>&#8220;He does say to the police when he was arrested, ‘you should have shot me,'&#8221; Essig added. </p>
<p>Family confirmed to police that Sor was off his medication. </p>
<p>Sor had nine prior arrests stretching back to 2002 for offenses that included a DWI, evading a police officer, battery, resisting arrest, domestic battery and two incidents of battery with a deadly weapon all in Las Vegas, where he resided with his mother, Essig said. </p>
<p>The suspect was estranged from his ex-wife and 30-year-old son before he showed up suddenly at their Brooklyn home last week. </p>
<p>Investigators say Sor left Las Vegas for West Palm Beach, Florida, where he rented the U-Haul on Feb. 1. The vehicle wasn’t due back until March 3. Based on ATM withdrawals, Sor is known to have been in West Palm Beach until Feb. 4 before departing on a road trip toward New York. </p>

<p>His most recent arrest was on Feb. 5 for reckless driving and possession of marijuana in South Carolina, where he was stopped by highway patrol. Sor showed up Feb. 6 at his ex-wife and son’s Brooklyn home to shower and returned on Feb. 8, when he got into an altercation with his son, Essig said.</p>
<p>NYPD highway patrol stopped Sor on the Belt Parkway and issued him a summons for speeding and operating a commercial vehicle on that roadway. The U-Haul was placed In Melbourne, New Jersey, on Sunday evening before Sor returned to Brooklyn, where he launched his deadly rampage the next day. </p>
<p>The nine victims included eight civilians – three on a bike, three on a moped and one on e-bike and one walking – who were all male and ranged from age 30 to 66, and one police officer, who suffered a leg injury when the suspect allegedly rammed the U-Haul into an NYPD patrol car. </p>

<p>Police said the first victim was struck at 10:20 a.m., and the suspect wasn’t taken into custody until 11:24 a.m. </p>
<p>NYPD released dramatic police camera footage showing officers ushering children playing on a nearby street during recess inside the school. &#8220;Let’s go, let’s go, let’s go, let’s go, inside,&#8221; an officer says, running toward the children. &#8220;Guys, get off the street, let’s go! Get off the street, everybody off the street.&#8221; School staff are seen helping to usher the children indoors. </p>
<p>&#8220;This is Neighborhood Policing and your officer’s actions further exemplify the NYPD’s unwavering commitment to protecting the communities we serve,&#8221; NYPD tweeted, sharing the video.  </p>

<p>N.Y. Daily News identified the only person killed in the attack as 44-year-old YiJie Ye, a single father of three teenagers who emigrated from China roughly two decades ago and was working as a GrubHub delivery driver. NYPD said he was struck on his moped and later succumbed to his injuries. </p>
<p>Another man remains in critical but stable condition after the attack, Essig said Tuesday. New York City Councilman Justin Brannan, who represents Bay Ridge, identified him as Zakaria &#8220;Zaki&#8221; Salah Rakchi, a married father of two who was on his way to get his taxes done when the U-Haul mowed him down. </p>

<p class="speakable">Casa Rosa, Miranda Lambert’s &#8220;Tex-Mex + Cantina,&#8221; opened in March 2021 in Downtown Nashville and it’s reportedly the first female artist-owned restaurant in the area.</p>

<p>Casa Rosa is a two-minute walk from the Johnny Cash Museum, and it’s neighbored by other famous establishments owned or founded by other country singer-songwriters, including Jimmy Buffett, Luke Bryan and Kid Rock.</p>
<p>The restaurant is operated by TC Restaurant Group, an Ohio-based hospitality group that specializes in premier dining and entertainment. The company operates multiple venues in Nashville and Pittsburgh.</p>
<p>Lambert, 39, makes frequent visits to Casa Rosa, according to Adriana Orsini, a director of marketing at the TC Restaurant Group. </p>

<p>Casa Rosa’s executive chef is Ashley Grim, who formerly served as an executive chef at City Tap House, a popular Nashville gastropub.</p>
<p>The food menu at Casa Rosa includes tacos, fajitas, salads and large plates (&#8220;platos grande&#8221;) with burrito, burger, fish, chicken and waffle, quesadilla and enchilada entrées.</p>
<p>Day-restricted house specials include tamales and braised chicken thighs with tomatillo salsa and corn hunk wrapped masa; carne asada tacos with guacamole, red onion and pickled jalapeno; and breakfast burritos with scrambled eggs, thick cut bacon, refried beans, casa rosa rice, pico de gallo and ranchero salsa.</p>
<p>The two dessert options are chimichangas dulce and flourless chocolate cake.</p>
